UPND Chairman Finance and Economics and Liuwa MP Situmbeko Musokotwane, Dr. Situmbeko Musokotwane is among the 54 Members of Parliament not qualified to contest the August 12, 2021 Elections.

Dr. Musokotwane, a PhD holder, has a GCE Certificate which is not equivalent to the Grade 12 School Certificate, in accordance with the “School Certificate and General Certificate of Education (GCE) Examination – Examination Regulations 2018”.

Others include Lundazi Central MP Lawrence Nyirenda, nominated MP Raphael Nakacinda, Sinda MP Masauso Tembo, Namwala MP Moono Lubezhi, Pemba MP Mutinta Mazoka, Bweengwa MP, Kasautu Saiti Michelo.

According to the recent Judgment of the Constitutional Court, persons who are eligible to contest elections must either hold a School Certificate, which is a Grade 12 Certificate, or a GCE when the number of subjects passed and the grades satisfy the award of School Certificate.

The Court said a tertiary (university), vocational, craft, trade or apprenticeship certificate is not equivalent to a Grade 12 Certificate (School Certificate) as it is not comparable in value, amount, meaning and function to a Grade 12 Certificate.
